#3117 reviewing enhancement

We are still using version 3.7 in several places even though version 3.15 is available.

All usages should be updated to most recent version if possible.

r17931, r17934: updated alglib to version 3.17.

Version 3.7 is still used for backwards compatibility for kNN, RF, NN. Version 3.15 is not used anymore.

r17940: changed plugin dependency test case to allow plugin dependencies to the same plugin in different versions.

r17941: fix version of NativeInterpreter plugin (to work with updated unit test which checks plugin dependencies)

r17942:17943: fixed order of parameters in grid search method for RF and removed unused shuffleFolds parameter.

r17944 catch a new error value for lsfit returned by new alglib version

r17948: updated reference results in unit tests to match new results caused by updated alglib version.

r17949: updated expected / actual value comparison to relative deviations (which work with large floats)

r17950 fixed comparison of values in InterpreterConsistencyTests (again). The latest fail was for v1 == v2 == 0 which should be fixed now.

r17979: allow infinity inputs for random forest

~~TODO RF does not work in CV~~

Tested this with the latest trunk version and I didn't find a problem.
