It should be possible to start the CEDMA server without connection to a grid server

Description
CEDMA server can provide services even without connection to a grid server.
- Editing the server-side operator library
- Creating/editing agents
- Analyzing results.
Connection to a grid-server is only necessary to start new jobs. (However note that a CEDMA server must be available that accepts results from running engines at the grid-clients)
