Switch all projects to .NET 4.5. This is a prerequisite for #2247.
TODO:
switch projects to .NET 4.5- update branches to .NET 4.5
- data importer
- update FrameworkVersionErrorDialog
- update builder if needed / check unit tests
- check Mono compatibility (version should be at least 3.6.0 as this release adds System.IO.Compression.ZipArchive
