Wrong time lag settings cause exception

Setting the minimum time offset to 0 and the maximum time offset to -10 (which might seem to make sense in some way), then the view does not prevent saving these settings; starting an GP algorithm using these settings leads to an exception. Besides, the tab order of the GUI elements should be corrected.
