The experiment tree view allows to overwrite optimizers and the plus button's functionality is inconsistent

It has happened to me that I replaced the optimizer of an existing batch run in an experiment instead of appending a new optimizer by using the plus button. In the tree view the plus button's behavior depends on the selected item. The behavior in all other views is that the plus button appends to the list. From my point of view this behavior should be kept here as well in this case to append on the root level.

Additionally it has happened that I wanted to reorder optimizers in the treeview only to find out that I just replaced one with another.
