Remove ALGLIB-3.6 and VRP-3.3 from the release. ALGLIB-3.6 has been replaced with 3.7 and VRP-3.3 has only been continued to be released for compatibility reasons.

r9750: adapted FLA branch to reference most recent version of ALGLIB (3.7.0) and VRP (3.4). Several major changes were necessary to port the implementation to the new VRP problem.

This change has an effect on #1703.

Please fix all projects in the trunk solution; e.g. HL.Problems.DataAnalysis still references HeuristicLab.ALGLIB-3.6.0, which is not created anymore.
