There's a SuccessRuleMutationStrengthAdjuster in HeuristicLab.Evolutionary that can be used for this purpose. I assume it's just a single global ShakingFactor than a number of individual ones. The operator may be a bit complex to use, basically it requires to run an OffspringAnalyzer beforehand.
