#2747: Improved hard-coded genetic algorithm

  • implemented restart strategy
  • implemented 1-Opt algorithm
  • added parameters to control restart strategy and optimal assignment strategy
  • additional results: best solution found after number of generations, jobs/nests (for evaluation only)
