Description

Please create Plugin-components for OKB.Web.Admin-Client's. Create new Forms for each single Plugin and prepare/place controls for implementation of Web-Service based methodes. Please have a look at OKB.HeuristicLab to compare position and style.

Added base architecture and funcionality (index with available problems) and detail for Problem class. Added a new Controller, new Views and a Model.
